A life of public service

Experience that’s always been about people.

Paul Rickard has spent his career listening, leading, and helping neighbors—first in public safety and now as Mount Hope Town Supervisor.

After more than two decades with the Middletown Police Department, Paul became Mount Hope Police Chief in 2010. He strengthened training, technology, professional standards, and community relationships before retiring from law enforcement in 2023.

Paul holds a master’s degree in public administration, is a graduate of the FBI National Academy, and has served as president of the Orange County Police Chiefs Association. He brings that same preparation and steady judgment to Town Hall every day.

Paul’s commitments to his neighbors

Local government should earn your trust.

Clear standards, open communication, careful decisions, safe neighborhoods, and respect for the people who serve our town.

02

Accessible leadership

Create regular daytime and evening opportunities for residents to ask questions, share concerns, and be heard.

03

Attention to detail

Hold timely hearings and meetings, meet important deadlines, and avoid preventable costs to taxpayers.

04

Public safety

Support appropriate police staffing and stand against measures that make Mount Hope less safe.

05

A respected workforce

Maintain a capable, professional team that follows the law, is treated fairly, and is compensated properly.

Prepared to lead

Service isn’t a slogan.
It’s Paul’s record.

From modernizing local policing and building community partnerships to bringing accessibility and transparency to Town Hall, Paul’s career has been grounded in practical service.
